The Business Officer position manages the finances, budget, human resources, supervisory functions, and policies with respect to safety and liability. Conduct organizational and budgetary analyses. Participate in and oversee long and short-term budget planning in collaboration with the county director. Responsible for resource allocation and technology acquisition. Ensures that UC and departmental policies are followed. This position will also perform additional duties related the Fresno/Madera MCP budget and purchasing for the county director.

Under general supervision of County Director Karmjot Randhawa the incumbent supports all human resources, office management, budget analysis, and supervisory MCP functions. Uses experienced knowledge and skills as an experienced administrative operations professional with an understanding of UC system-wide practices, policies, and procedures. Provides analytical support, service, and training for supervisors and employees. Uses knowledge of professional concepts to research, analyze, interpret and apply policies and procedures to resolve a variety of issues that are moderate in scope and complexity. Works collaboratively with central HR, IT/telecom and business departments and serves as a liaison and hand-off point with regard to supported actions and functions. Manages sensitive and confidential information. Works as a professional, cognizant of high-sensitivity, confidentiality and fairness across a large organization. 

Administers defined operational program. Analyzes and resolves operational problems of moderate scope. Uses skills as an experienced administrative operations professional to plan, administer and coordinate the daily business operations of a mid-sized state-wide institute with special emphasis on financial planning, budgets, HR, supervision, and office management.
